This photograph was taken by the late Percy Sternbeck, whose collection was donated by his family to the Coalfields Local History Association Inc, based at the Sir Edgeworth David Memorial Museum.

It was taken at the unveiling of the Bellbird Disaster Memorial by Mrs Dallas Hayden, wife of Governor General Bill Hayden, Bellbird Miners Memorial Park, NSW, 1 September 1990.

As noted in the Vice Regal Notes in the Sydney Morning Herald, 3 September 1990, p. 14 -

The Governor General and Mrs Hayden arrived in Bellbird from Canberra on Saturday afternoon where they attended the memorial service and unveiled a monument, commemorating the 1923 Bellbird mining disaster, at the Bellbird Mines Memorial Park, Cessnock.

Afterwards, they returned to Canberra.
