I would say, Launceston. A large building in the distance looks to me like the Cimitiere Street Gasworks.

AA' first class bogie coach, definitely at Hobart, adjacent to the roundhouse - there is either a 'Q' or 'R' class visible at left beside the coaling stage. On top of the coaling stage is one of the elusive 'L' class coal wagons. From the detritus laying on the ground, the shed may well have been used by the Signal Fitters.
If you look carefully underneath the coach, you can make out the wheels of the ex-QR 4D9 2-4-2T Dubs tank loco so this means the date is late 1940's or 1950's.

The negative title is incorrect. It is Camp 70 ex Sleeping Car No. 2 outside the Signal and Telegraph Shops at Hobart.
