NSWGR Z17 Class, no. 1709, with passenger train, unidentified location, post-1945.
There is a billboard over at the left, which is advertising NSWGR services and depicts an un-streamlined C38. This would definitively date the image to the post-WW2 period, but it is difficult to be more specific.
